People Are the Strategy: Why Workforce Planning Determines the Success of National Education Reform  

In education reform, ambition is rarely the problem. Governments set bold objectives; system leaders craft thoughtful policies; investment flows into programmes intended to transform the experience of teachers, leaders and learners. But in every country and every reform cycle, the same truth reemerges: policy only becomes practice when the people delivering it are equipped, supported and ready.

Reform succeeds—or stalls—at the point where real people must make it work in real schools.

That is why strategic workforce planning is no longer a peripheral concern for largescale education reform. It is the core mechanism by which government ambition becomes sustainable, equitable and effective delivery. Starting with just 136 teachers in 2015, this model scaled exponentially, enabling over 70% of primary schools and 57% of secondary schools to adopt a mastery approach while preserving fidelity and quality.

And in Attendance Mentoring, caseload modelling ensured each mentor had a realistic portfolio of pupils, enabling meaningful, highfrequency engagement—critical in improving attendance outcomes for the most vulnerable learners.

Professional development must reflect the daytoday work of delivering reform. We embed:

Across NCETM programmes, ongoing practice evaluation ensure teachers implement mastery as intended. Continuous cycles of observation and peer collaboration create a selfimproving workforce.

For Attendance Mentoring, mentors receive regular datadriven supervision, allowing training and support to adapt dynamically to pupil outcomes and contextual challenges.
