For the first time in its history, Ras Al Khaimah Department of Knowledge (RAKDOK) has assumed responsibility for their private schools education quality evaluation cycle, and as such sought a foundational partner to help ensure its success. Delivery of the 2026 cycle of School Quality Evaluations is central to strengthening educational excellence across the Emirate, and therefore required the partner to be able to contribute to that success – supporting the Department from the very beginning of their journey.
Building on more than two decades of international and UAE-based experience in educational quality assurance, Etio lead a rigorous, transparent and improvement-focused evaluation programme designed to support every school on its journey towards world-class performance.
A robust, evidence-based review delivery process.
Each of the 23 schools in Ras Al Khaimah undergoes a structured review conducted by experienced education specialists from Etio’s team of 24 inspectors. The review process includes:
- Lesson observations across multiple subjects and phases
- Detailed examination of curriculum, assessment and safeguarding documentation
- Structured focus groups with students, parents, teachers and governors
- Interviews with school leaders and key staff
- Daily evidence moderation to ensure reliability and consistency
While the evaluations maintain the rigour required for accountability, Etio places equal emphasis on constructive, developmental feedback. Joint lesson observations and reflective dialogues with teachers and leadership teams are embedded throughout the process, turning the evaluation into a meaningful professional learning experience for school staff.
Leveraging technology for value and efficiency
Etio utilized a purpose-built digital platform to manage the full lifecycle of the evaluation process. This secure system supports scheduling, evidence collection, analysis, report authoring and quality assurance in a seamless, traceable workflow. RAKDOK team had access to the digital platform throughout the whole process.

Led by Dr. Rita Stephen, an internationally recognised school evaluation specialist with over 15 years of experience in UAE and GCC inspection systems, our high-calibre team of Principal Reviewers, Lead Reviewers and specialist evaluators includes UAE-based and international experts with experience across British, American, IB, Indian, and MOE curricula, as well as specialists in SEND, early years, and core subject areas.
Quality Assurance at every stage
Ensuring the highest levels of rigour and reliability is a central feature of our approach. Each evaluation is supported by a multilayered QA process that includes:
- Pre‑review briefings and evidence planning
- Daily on‑site moderation and joint lesson observations
- Principal Reviewer oversight throughout the visit
- Detailed validation and editing of reports in English and Arabic
- Final quality checks within five working days
This systematic QA model provides RAKDOK with confidence that every judgement is fair, consistent and supported by robust evidence.
Amplifying stakeholder voice
Etio’s methodology places school communities at the centre of the evaluation. Structured stakeholder engagement is built into every review, ensuring that the voices of students, parents, teachers and governors meaningfully shape the evidence base.

Building capacity and enabling long-‑term improvement
Beyond individual school evaluations, Etio supports RAKDOK’s long-term goals through training and knowledge transfer activities. These include:
