Sharjah Private Education Authority (SPEA) sought a reliable partner committed to raising standards across Sharjah’s private schools through the delivery over 140 rigorous, consistent and improvement-focused school reviews over the course of 3 years aligned with the UAE School Inspection Framework.

1. Quality and Reliability of Reviews
At the heart of our approach is a commitment to quality and consistency. Reviews are conducted with strict adherence to the UAE framework, ensuring that judgements are reliable, valid and improvement-oriented. Evidence is triangulated across lesson observations, stakeholder interviews, and document scrutiny, with 20–25% of lessons jointly observed with school leaders to enhance transparency and professional learning.
2. Value and Efficiency through Innovation
Our School Inspection Management System (SIMS), a secure, purpose-built platform, streamlines evidence capture, ensures transparency for SPEA’s QA team, and supports training and professional development of SPEA staff. By reducing administrative burdens and embedding QA into every stage of the process, SIMS enhances efficiency, accuracy, and value for money while ensuring evidence integrity.
3. Expertise of the Workforce
Our high-calibre, bilingual pool of 46 inspectors, lead inspectors and Quality Assurers with extensive UAE and international experience, including early childhood, SEN, and Arabic language specialists, meets or exceeds government criteria and are supported by our core team based locally in Sharjah throughout delivery.
4. Training and Capacity Building
Comprehensive training is provided for reviewers, principals, and SPEA staff, including pre-cycle orientation, refresher training after initial reviews, and bespoke technical guidance in both Arabic and English. In line with SPEA’s objectives, our approach strengthens local capacity for sustainable improvement and ensures SPEA staff are equipped to lead reviews in the future.
5. Systematic Quality Assurance
Our multi-layered QA model embeds quality checks before, during and after every review. Principal Reviewers conduct daily moderation with Lead Reviewers, undertake quality assurance visits, and scrutinise evidence bases and reports. All reports are delivered within three working days, translated as required, and reviewed jointly with SPEA’s QA team.
Reporting for impact
Our approach seeks to develop schools’ capacity for sustainable improvement, and this means we adopt a partnership approach to every activity and believe in a ‘with’ not ‘to’ ethos, working closely with practitioners in their context. Our reviews provide schools with a clear evaluation of their current performance and what they need to prioritize for further improvement. We report unequivocally – ‘without fear or favour’ - giving clear direction where there may be important weaknesses.

Our approach to school reviews helps schools to move their performance to ‘good’ where it is currently below this, and signpost to more effective schools the specific actions which will support their on-going journey of improvement.
Beyond the scope of works, we also commit to supporting SPEA with strategic planning for the future of school reviews beyond this contract duration, by considering and incorporating the findings of research programmes and pilots concerned with the impact of AI on the school inspection and improvement landscape.
